Gravity base concrete construction can create high-quality local manufacturing jobs and help fulfill political requirements. The primary cost is labour, as opposed to steel construction that is intensive on materials and equipment. Therefore, more jobs are created.

At the same time, the logistics for Seatower foundations are flexible and can accommodate fabrication further afield.  This can be useful for cost reasons or if local fabrication areas are not suited.

The need for onshore fabrication areas is lowered by the opportunity to store completed foundations in floating condition.
